Hyogo Şehri Uluslararası Derneği, 1999 yılında Türkiye'nin Kuzey Batı Bölgesi'nde gerçekleşen deprem felaketinde mağdur olan yetim ve öksüz gençleri 2001'den bu yana her iki yılda bir Japonya'ya davet ederek, Hyogo şehri gençleriyle görüştürmekte ve bu gençlerin yüreklerindeki yarayı az da olsa iyileştirmeye calışmaktadır. Hyogo şehrindeki Maiko Lisesi'nin Çevre ve Afet Etkilerini Hafifletme Programı ve Kobe Gakuin Üniversitesi Afet Yönetimi ve Sosyal Hizmetler Ünitesi gibi eğitim kurumları afet eğitimine ilişkin teknik bilgi birikimlerini paylaşmakta ve sıkça gönüllü faaliyetler düzenlenmektedir.

Hyogo şehri ve Türkiye arasındaki işbirliğinin temelini oluşturan birlik ve etkileşimi geliştirmek için gençler tarafından oluşturulan Uluslararası İşbirliği ve Etkileşim Derneği'nin Türkiye'ye gönderilerek yerinde gözlemleyecekleri Türkiye koşullarına uygun bir afet eğitimi vermeleri ve öğrenci ve gençler ile etkileşim kurmaları düşünülmektedir.

Every other year since 2001, Hyogo International Association has been inviting orphan youth victims of the 1999 earthquake that took place in Northwestern Turkey to Japan and working to mend the emotional scars of these young people by providing interaction with the young people of Hyogo. Education institutes such as the Maiko High School Environment and Disaster Mitigation Course and the Kobe Gakuin University Section of Disaster Management and Social Service share their accumulated know-how on disaster management and organize frequent volunteer activities.

In order to promote the consolidation and interaction that sets the foundation of the cooperation between Hyogo and Turkey, the International Cooperation and Interaction Association, formed by young people, will be dispatched to Turkey to provide the most suitable disaster training for the actual conditions in Turkey, which will be observed first hand, and interact with the students and young people of the region.
